INFORMATION & PROCEDURE:
1. GENERAL:
The Apprentices Act, 1961 which covers the training of Apprentices in various trades ( I.T.I. Level) was amended in 1973 & 1986 to cover the training of Engineering Graduates, Technician (Diploma Holders) & +2 passed Vocational Certificate holders.
2. MINIMUM EDUCATIONAL QUALIFICATIONS:
 A candidate should possess a recognized Degree/ Diploma in Engineering/Technology or Final Senior Secondary Certificate in Vocational Course.
3. OTHER CONDITIONS OF ELIGIBILITY:

     (I) No Engineering Graduate or Diploma holder or Vocational certificate holder who had training or Job experience for a period of one year or more, after the attainment of these qualifications, shall be eligible for being engaged as an apprentice under the act. 
     (II) No Sandwich Course student shall be eligible for being engaged as an apprentice under the Act after passing the final examination of the technical institution, where in such student is under going the course, unless so approved by the Regional Central Apprenticeship Adviser.
    (III) A Person who has been a Graduate or Technician or Technician (Vocational) Apprentice under the Act and in whose case the Contract of Apprenticeship was terminated for any reason whatsoever shall not be eligible for being engaged as an Apprentice again under the Act without the prior approval of the Apprenticeship Advisor.

4. REGISTRATION OF APPLICATION AND SPONSORING BY THE BOARD:
The Board sends Blank application forms to all  technical/vocational institutions every year to be used by freshly passed out students desirous of training under the Act. Students in final year may apply on the application form (card) available in the institution. It can be downloaded/ Printed from the Title Proforma (Item No. 5) in this site. These cards are filled by the students before appearing in the examination. The columns for "Marks obtained" and "% of marks" are left blank by the students. These columns are filled by the institution after the results are declared and completed application forms (cards) duly countersigned by the principal are sent by the institution to the board office.
         Candidates who have passed in earlier years (maximum  upto 3 years) and have not undergone apprenticeship  are considered if they apply on an application form obtained from the office of the Board (Application form can be down loaded/printed from the title PROFORMA (Item no 6) in this site. Candidates who have passed from the institutions located in region other than Northern region may apply on the same  proforma, after obtaining No Objection Certificate from the respective board of apprenticeship training (Address of other Boards with their respective area covered are given under the Title IMPLEMENTING AUTHORITIES in this site..Interviews are arranged at various centers and employers desirous to associate for the selection are invited. In some cases the employers desire that the Board should select candidates on their behalf and direct them to report to the establishments. In this coordinated manner, placement takes place expeditiously and training places are offered to all candidates.
5.SELECTION & PLACEMENT OF APPRENTICES:
Establishments/Employers are required to engage specified number of Engineering Graduates, Technician (Diploma holder) and Technician (Vocational) Apprentices as notified by the Board. The required number of apprentices must be in position always. The period of apprenticeship for each apprentice being one year, a fresh batch of apprentices must be engaged every year. The employers can engage an apprentice who is qualified as per the provisions of the Act by making their own arrangements for selection. Some of the employers select apprentices from the panel of names obtained from the Employment Exchanges/Bureaus of Technical Institutions. Few employers invite applications from the eligible candidates through advertisement in the newspaper. A large number of employers seek the help of the Board in filling training places.
6.SCHEDULED CASTE/TRIBE CANDIDATES:
There are reservations of training places for Scheduled caste and Scheduled Tribe candidates under the Act. Complete details must be given by the candidate in the application form. 
7.PERIOD OT TRAINING:
The Period of training is one year. 
8.REGISTRATION OF CONTRACT OF APPRENTICESHIP WITH THE BOARD:
As per Rule 10.9, the Apprenticeship Contract-Registration Card of the apprentice who joins, to be sent to office of the Board within 10 days of engagement of the apprentice. The Contract of Apprenticeship entered between the employer, apprentice and a surety of the apprentice is registered with the office of the Board within three months of the joining date as per Rule 4-B of Apprenticeship Rule 1962. However, it is in the interest of the employers that the contract is registered immediately after engaging the apprentice because Central Govt. Share of stipend will be reimbursed only when the Contract is registered. A  Contract Form can be downloaded/ Printed from the Title Proforma (Item No. 1)in this site.
9.PROGRAMME OF TRAINING & PROGRESS REPORT:
A Programme of Training is prepared by the employer for each apprentice engaged and gets that approved from the Board. The programme includes the period,  the apprentice is to spend in each section/department. The person with whom he is attached during this period maintains the record of the work done by the apprentice. A qualified person is made  incharge of the training of apprentice (Rule 6A of Apprenticeship Rules-1962) Apprenticeship Adviser visits the establishments and checks that the training is imparted in accordance with the approved program. Quarterly progress report in respect of each apprentice is sent to the office of the Board (Rule 10.10 of Apprenticeship Rules-1962 on the form APP-6 which can be downloaded/ Printed from the Title Proforma (Item No. 3) in this site.
10. PAYMENT OF STIPEND:
Minimum rates of stipend payable to Engg. Graduate or Technician(Diplomaholder) or Technician (Vocational) apprentices are:
(Rule 7.1 of Apprenticeship rule 1962)
(i)   Engineering  Graduates                                                         Rs. 1970/- Per month
      (for Post Institutional Training)

(ii)   Diploma Holders                                                                   Rs. 1400/- Per month
       (for Post Institutional Training)

(iii) Sandwich Course                                                                 Rs. 1400/- Per month
      (Students from Degree Institution)

(iv) Sandwich Course                                                                 Rs. 1140/- Per month
      (Students from Diploma Institution)

(v) Vocational Certificate Holders                                           Rs. 1090/- Per month.

 The Apprentice should be paid the stipend in full at the end of  each month and 50% of the minimum amount as Central Government share of stipend is claimed by the employers from the Board at the end of each quarter. 11.GENERAL TERMS & CONDITIONS OF APPRENTICESHIP:

(a) In all matter of conduct and discipline, the apprentices are governed by the rules and regulations applicable to the employees of the corresponding category in the establishment.
(b) The continuance of payment of stipend to apprentices is subject to the work and conduct of the apprentice being satisfactory.
(c) The period of apprenticeship under the Act is one year. There is no obligation on the part of employer to provide employment to the apprentices after the expiry of training period unless specifically stated in the contract of apprenticeship.
(d) The apprentice has to make his own arrangements for lodging and boarding. However, some of the employers  provide the facilities of lodging on payment of charges. 
(e) The employer and the apprentice with a surety of the apprentice have to enter into a contract of apprenticeship. There is a provision for payment of compensation towards cost of training for termination of contract before the completion of training period. However, where employment is not guaranteed after training, an apprentice may be released from training and the compensation may be waived-off in the event of an apprentice getting suitable employment approved by the Board.
(f) The contract of apprenticeship and bio-data of the apprentice on the form which can also be
downloaded/ Printed from the Title Proforma (Item No. 1)in this site are to be sent by the employer to the Board as soon as the apprentice joins. A registration number is allotted to each apprentice when the Contract of Apprenticeship is registered by the Board. This number may be quoted in all correspondence relating to that apprentice.
(g) The apprentice is to maintain a daily record of the work done by him relating to the training. This record is to be shown to the Supervisors/Managers in the Establishments periodically.
(h) Apprentices are entitled for following kinds of leave totaling 37 days in a year. If the establishment has proper leave rules with entitlements more than this number, then the leave rules of the establishment may be followed.
 
1. Casual Leave Maximum of 12 Days in a year with stipend
2. Medical Leave Maximum of 15 Days in a year with stipend
3. Extraordinary Leave

 

Maximum of 10 Days in a year with or without stipend after the entire Casual or Medical leave has been exhausted and the employer is satisfied with the genuineness of ground on which the extra-ordinary leave is applied.

(i) Apprentice must seek proper release from training if he wants to discontinue before the completion of training period so that the contract is terminated and his records/accounts is completed. Serious view is taken if an apprentice discontinues training without information/proper release. In case the apprentice gets gainful employment, he should apply with a copy of appointment letter etc. through the employer for termination of contract.
(ii) If an apprentice joins an establishment and his contract of Apprenticeship is registered with the Board, he is not allowed to change the establishment unless the consent of both the employers and approval of  Apprenticeship Adviser is taken in advance. 

12.RELEASE FROM TRAINING:
Even though there is a provision for payment of compensation for termination of contract before completion of training period of one year, if all parties agree then no compensation is to be paid by any party. Also in cases where employment is not guaranteed after training, in the event of getting a suitable employment, the apprentice may be released before completion of training period and recovery of compensation may be waived-off. The matter in each case should be referred to the Board. The employer should intimate the exact date of release of each apprentice and settle the accounts immediately after the apprentice is released. There is no guarantee of employment after training period of one year. However, employers are requested to give preference to the apprentices while filling regular posts. At the end of the training period, Board office may be informed if the apprentices are offered regular employment. Ex-apprentices are also asked to inform about their employment position. 
13.NOTIFICATION /ASSESSMENT OF TRAINING PLACES:
Under the act it is statutory obligation on the part of every employer  to engage and train specified number of Engg. Graduates, Technician (Diploma Holders) and Technician (Vocational) Apprentices as notified by Board office. Employers who are not implementing the act so for are advised to send the Technical Manpower/Strength of their organization on proforma which can be downloaded/ Printed from the Title Proforma (Item No. 4) in this site for notification of training places. Employers who are already implementing the act are required to send the technical strength on the same  proforma to the Board office for Re-assessment of Training Places. Employers of Northern Region are requested to send their technical strength to the Board of Apprenticeship Training (N.R.), Kanpur for Notification/ Reassessment of training places.
